The mayor of Randolph, IA was offering a $5.00 bounty to anyone who turned in a cat without a collar. The said cat would then be euthanized. Alley Cat Allies spearheaded the effort to change this mayoral decision.......... The city council received 3500 letters from cat welfare activists.
